Changchun Economic and Technological Development Zone totally invested 9.62 billion Yuan in basic and public establishments' construction, so the zone can supply perfect water-supplying, drainage, electricity, heating and gas etc. set system. In 2006, the northern districts start up basic establishments' construction, such as the route net of 12 Km 2 ; Now 0.73 billion Yuan was invested, which is the beginning of northern construction. CETDZ supplies office building, customhouse, school, hospital, international exhibition centre, stadium, garden local community etc. complete product and living service facility which completely satisfy the needs of modern industry, habitation and public service.
• Heat supply
In this zone, there are Changchun City No.2 Heat Power Plant (with the heating capacity of 3 million square meters), the CETDZ No.1 Heating Plant(with the heating capacity of 1.6 million square meters), the CETDZ No.2 Heating Plant(with the heating capacity of 2 million square meters), the CETDZ No.3 Heating Plant (with the heating capacity of 2 million square meters), and the CETDZ No.4 Heating Plant(with the heating capacity of 4 million square meters is under construction.
• Drainage system
All the roads in the CETDZ are equipped with underground drainage pipes with a total length of 187 kilometers for respective sewage and rain, and all the sewage and rain are treated in the Northern Suburb Sewage Works.
• Steam supply
There are 3 boilers, 27 transit stations and a pipeline of nearly 150k meters in the CETDZ, the steaming heat supply capacity is currently 182 metric tons per hour. Meantime, the CETDZ No.2 Heating Plant can also supply the manufacturers with the needed steaming heat at a temperature of around 160 Celsius with pressure of no less than 0.4-0.6 Mpa.
• Telec ommunications
The head offices of Jilin Branches of CHINA UNICOM, China Mobile, China Telecom and China Railcom are all in CETDZ. CHINA UNICOM, China Netcom and China Telecom can provide broadband internet service in the CETDZ, and the bandwidth of the network outlet is 20Gbps.
• Gas & Natural Gas Supply
The eastern Suburb Gas plant, located at the neighboring area of the CETDZ, can provide 440k cubic meters of gas daily in the CETDZ. Changchun Natural Gas PLC has four 23-kilometer-long major gas pipelines going through the CETDZ and can provide 500 thousand cubic meters of gas daily. The gas pipeline for transporting gas from Russia to China will also go through the CETDZ, The CETDZ can have an additional supply channel upon its completion.
• Water Supply
With Jingyuetan Reservoir on the east, Xinlicheng Reservoir on the south, the CETDZ has an extensive water supply and drainage network. Changchun No.1and No.4 Water Plants are located in the CETDZ, with water supply capacity of 250 thousand tons daily, a 80-kilometer -long water supply pipe with major pipes of 1400mm in diameter and branch pipes of 400mm in diameter, and a 18-kilometer-long drainage pipe line, which has formed the double-water source cycling system.
• Power Supply
There is one primary transformer station in the zone with the capacity of 2 〜 120 MVA, and plan to build another single transformers station with the capacity of 2 〜 180 MVA; there are 7substations, 28 switchyards, total power supply ability reach 600 MVA. Meanwhile, Our zone will construct a new substation according to the specific project in order to satisfy the industrial and civil requirement.
